The Ministry of Labor announced on the last day 31, a set of measures of the National Strategy for Reducing Accident in Brazil this year and next. The goal is to reduce the mortality rate and the incidence of typical occupational accidents resulting from the occupation, helping to reduce the damage to workers, businesses and the Union budget.
“Brazil has doubled the number of jobs, increased the minimum wage, and now we have this challenge, in addition to professional training, to promote major campaign to reduce workplace accidents. The ILO [International Labour Organization] provides that 4% of GDP [gross domestic product] world, $ 2.8 trillion, are lost due to accidents at work, but for the state, there is also a social consequence ” said the Minister of Labour and Employment, Manoel Dias.
According to the Safety Director and Health at Work, Rinaldo Navy, the strategy foresees four axes, two most linked to the intensification of surveillance and two related to the mobilization of society for the prevention of occupational accidents. “The INSS [National Institute of Social Security] fails to spend, but we are not taking the worker’s benefit and, yes, preventing it needs to have access to it. Of course, the natural result is an economy in expenditure, but the main goal is to avoid all social cost, personal, emotional than these accidents represent, “said Marino.
According to the ministry between 2008 and 2013, more than $ 50 billion with RS pension expenses paid by Social Security, with sickness, death pension, disability pension and accident assistance. The death rate from accidents and occupational diseases in 2013 was 6.5 deaths for every 100 thousand inhabitants. During the years 1998 and 2013, there were 14,566,870 occupational accidents and diseases in Brazil, while between 1996 and 2011 were 47,597 reported deaths at work.
According to Marino, one of the actions planned is to double the number of labor inspectors involved in prevention, either by relocation of auditors from other areas or by hiring an open competition. “The ministry has a thousand vacancies tax auditor, and has been forwarded authorization request to the Ministry of Planning for tender,” he said. Ministry data show that between 1996 and 2014, were developed tax 2,696,919 shares in occupational safety and health.
Marino also highlights the expansion and qualification of the analysis of occupational accidents, which can the filing of regressive actions by the Union Attorney General. “When the accident is a result of the breach of a standard of safety and health, the INSS can file action regressive, charging the company the cost that goes to the benefit of that worker. Among the high-risk activities cited by the ministry are mining and quarrying, transport and storage, manufacturing of non-metallic mineral products, utilities and construction.
The president of the Technical Union of Paraná Safety, Adir de Souza, is the employer’s obligation to educate the worker, it is he who will profit from the work of this person. In construction, for example, “the worker usually comes from within, unprepared, uneducated. So instead of saying that the employee is required to wear the belt, mask, helmet, we have to reverse. To educate, we have to say that he is entitled to wear the helmet, to use a glove to handle something that can cut your hand; we need to strengthen the education and culture of prevention of accidents in the workplace. “
